NEW CONSTRUCTION PROGRAM

The Citywide Infill Housing Program provides a unique opportunity for housing developers and the City of Des Moines to provide quality affordable housing to Des Moines' low and moderate income residents (below 80% of median family income) The Infill program provides a subsidy to a home builder to cover the difference between the cost to construct a home and the home's appraised value (sale price). This gap subsidy allows developers to build homes that have greater financial risk than would be feasible under normal underwriting standards.

Annually the Neighborhood Conservation Services distributes a Request for Proposals (RFP) notifying developers of the opportunity to submit plans, specifications and financial estimates for the program. Proposals are reviewed competitively and projects receiving the greatest number of points will receive funding.
